Greece Mandates New Personal ID Numbers for All Residents

Greece is implementing a mandatory, nationwide Personal Identification Number (P.A.) for all residents beginning Sept. 5, a sweeping digital reform aimed at streamlining interactions with public services and consolidating various existing identification numbers.

Starting this week, residents can apply for their P.A. through the myinfo.gov.gr portal or pa.gov.gr. 

After

Sept. 5, any resident who has not applied will be automatically assigned a number by the system.

According to the Ministry of Digital Governance, the P.A. will serve as a permanent, unique, and unchangeable identifier for individuals throughout their lives. 

Future national ID cards will require a P.A. as a prerequisite.

To obtain the P.A., citizens must log into myinfo.gov.gr using their TaxisNet credentials and verify their identity via a second-factor authentication (OTP through SMS).

 Users then confirm or correct personal details, including full name, birthdate, social security (AMKA), national ID, tax number (AFM), and contact information.

After verification, users select two of three initial alphanumeric characters for their 12-character P.A., which also incorporates their AFM. 

A third, automatically generated character acts as a "check digit" to validate the number.

Greek residents abroad can also obtain a P.A. using TaxisNet credentials or by visiting a Greek consulate. Starting June 23, citizens lacking digital skills, including the elderly, can request their P.A. in person at Citizens’ Service Centers (KEP) or consular offices.

The government emphasizes that the P.A. is a secure identification number, not a password, and will not be used to access citizen records. 

It was designed under strict data protection rules set by Greece’s Data Protection Authority (APDPX) and adheres to "privacy by design" principles.

Those who fail to verify their details will be unable to complete the issuance process. Parents or legal guardians can apply for minors if the child possesses a tax number.

Existing ID cards without a P.A. will remain valid until their expiration. 

However, all new or replacement IDs must include the P.A. Citizens may request a replacement if they wish their new ID to reflect the updated number.

The Greek government views the P.A. as a critical reform to streamline digital services, reduce errors across fragmented databases, and enhance the interoperability of public administration. 

The rollout is part of Greece’s broader modernization of its digital infrastructure, which includes a revamped electronic health record system and digital wallets for identification.
