Republic of Cyprus, the incumbent will, within delegated authority, be responsible for the following main duties and functions:

1. Directs the activities of the office relating to international protection, including prevention of refoulement, abusive detention and arbitrary police action;
2. Provides legal and policy advice to officials involved in the determination of refugee status and in drafting national legislation on refugees and asylum;
3. Conducts eligibility interviews and provides protection to refugees and other persons of concern to UNHCR by ensuring the observance by the competent authorities of universally recognized principles of refugee law;
4. Monitors all protection issues and coordinates with concerned local authorities and NGO’s to ensure that UNHCR is fully informed on the situation of refugees in the country;
5. Assists in the dissemination of refugee law with academic institutions, law enforcement officials, immigration and border authorities for effective protection of refugees and asylum-seekers;
6. Liaises with competent authorities to ensure the issuance of ID cards, travel documents and work permits to refugees in order to facilitate movement and local integration;
7. Prepares periodic and annual reports on protection activities within the assigned region for submission to the head of office and headquarters;
8. Performs other duties as requiredNumber of persons required:1Qualifications required:Education: University degree, preferably in law, political sciences, international relations or other disciplines related to human rights.
Experience: At least 8 years of progressively responsible experience directly relevant to the function.
Languages: Excellent command of oral and written English and Greek languages; knowledge of other UN languages is an asset.Other skills: Proven ability to adapt to extreme hardship; trained in security matters and communication procedures.Other requirements:Professionalism: Solid knowledge of international human rights law in general and international refugee law in particular; good knowledge of European Union law and practice in the fields of asylum and migration; proven ability to conduct refugee status determination; good understanding of gender dimension in refugee protection work, including sexual-based violence; demonstrated abilities to take initiative and continually strive for highest level of performance; drive high levels of proven abilities for legal research, analysis and synthesis; strong negotiation skills; ability to work effectively with all stakeholders.
Judgement/decision-making: Ability to identify the key issues or concerns in a complex situation and to address the heart of the problem quickly, to propose a course of action based on all available information; discretion and sound judgment in applying expertise to resolve complex and/or sensitive issues.
Communication: Ability to speak and write in a clear manner including ability to draft a variety of reports, policy documents, guidelines, correspondence, etc.
Planning and organizing: Ability to establish priorities and to plan work assignments, respond to competing demands and work under pressure of frequent, multiple and tight deadlines.
Teamwork: Excellent inter-personal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
