European Commission issues positive recommendation on revised ‘Greece 2.0’ Recovery and Resilience Plan

The European Commission has issued a positive recommendation for the revision of the National Recovery and Resilience Plan “Greece 2.0.”

The Greek revision proposal, submitted to the European Commission, aims to ensure the full and effective use of all resources available to Greece from the Recovery Fund. The proposal is financially neutral—there is no reduction in the financial envelope of the Greek plan. The revision involves adjusting actions for technical or management reasons, based on the implementation progress so far, while reinforcing actions for which there is strong demand and adding new projects.

According to the Ministry of National Economy and Finance, the new projects included in the revised “Greece 2.0” plan include:

• the comprehensive upgrade of safety infrastructure in the ten largest railway tunnels of the Hellenic Railways Organization (OSE) using smart systems,

• the installation of smart pedestrian crossings near schools,

• the development of autonomous smart lighting networks on roads, and

• the procurement of an additional 175 electric buses for Athens and Thessaloniki.

Also included are new projects supporting the digital transformation of Education (such as the installation of 2,900 additional interactive whiteboards in public schools), Public Health, and Urban Planning, including a system for detecting illegal constructions using modern technology, the procurement of two aircraft for Civil Protection, and a new multimedia communication system to improve citizen services in the public sector.

The inclusion and funding of these new projects were made possible through the reallocation of available resources, following the transfer of certain projects—such as the 13 Regional Civil Protection Centres and the upgrade of seven Canadair aircraft—to longer-term financial instruments. This reallocation affected actions that were assessed as unlikely to be implemented on time due to objective constraints (e.g. inconclusive tender outcomes). These included, among others, the upgrading of digital skills for new recruits, the digitisation of the Economic Diplomacy Network, and the Almopaio Dam. In the case of the Electrification action, the lack of market response led to the replacement of the "Green Taxi" and "Charge Everywhere" programmes with the procurement of additional electric buses.

According to Deputy Minister of National Economy and Finance Nikos Papathanasis, Greece submitted its proposal for the revision of the National Plan “Greece 2.0” on 14 May 2025, in accordance with the relevant Regulation and in direct response to the European Commission’s call for all Member States to revise their national plans to ensure the timely submission of the remaining payment requests.

The next step, following the European Commission’s positive recommendation, is the final adoption of the revised proposal by the ECOFIN Council, expected in July.
