Greece to Overhaul Customs, Fiscal Rules, and Public Bequests

The Greek Ministry of National Economy and Finance is preparing to introduce a comprehensive reform package aimed at modernizing and simplifying key areas of economic activity under state supervision.

The package, composed of three legislative bills, will be presented by Minister Kyriakos Pierrakakis in Parliament over the summer.

The

first bill focuses on a comprehensive revision of the Customs Code, aiming to fully digitize customs procedures. The goal is to eliminate paperwork and reduce bureaucracy for both citizens and businesses. A centralized digital platform will be introduced, streamlining transactions and ensuring Greece’s compliance with EU customs directives. The reforms are expected to significantly speed up processing times and improve efficiency in trade-related activities.

The second bill will incorporate the European Union’s updated fiscal framework into national legislation. Under the new European guidelines, fiscal oversight will shift from targeting primary surpluses to monitoring the growth rate of net primary spending. For Greece, this annual growth ceiling is set at 3.6% for 2026. Falling below this threshold will allow the government additional fiscal space for positive policy interventions.

Notably, the bill will also include a “defense expenditure escape clause,” granting Greece a €600 million leeway for 2026. The government will use the fiscal outcomes of 2024 and 2025 to assess the overall space for future measures, which will be announced in September at the Thessaloniki International Fair (TIF) by the Prime Minister. The third bill will revamp the regulatory framework governing public donations, charitable bequests, and unclaimed inheritances (scholazouses klironomies).

The key objective is to accelerate the acceptance and liquidation of such inheritances and to repurpose dormant assets, especially real estate, for housing and public benefit initiatives. A National Registry of Benefactors and Donors will be established through a digital platform to ensure transparency, speed up procedures, and minimize bureaucratic obstacles. Approximately 4,500 active unclaimed inheritances will be monitored via this platform.

The bill will also introduce tax incentives aimed at encouraging philanthropic giving and supporting charitable foundations.
These reforms reflect the government’s broader strategy to modernize state-administered sectors, unlock dormant resources, and align Greece’s public administration with EU norms and digital governance standards.
