Greece Submits Final Recovery Fund Payment Requests, Securing €35.95 Billion Total

Greece has submitted its final payment requests to the European Commission under its "Greece 2.0" Recovery and Resilience program, completing a five-year national effort and securing the full €35.95 billion allocated to the country — the highest amount relative to GDP among all 27 EU member states.

Two earlier requests, currently under evaluation, will release an additional €4.55 billion.

With Monday's submission, Greece has completed 376 total milestones and targets across the program.

Mr. Mitsotakis recalled the five days of negotiations in Brussels that established the Recovery Fund, saying Greece secured substantial European support relative to its economy's size before undertaking what he called "the difficult work" of designing and implementing the program under strict deadlines.

"Not a single euro was lost," Mr. Mitsotakis said, calling it a direct answer to skeptics who doubted Greece's capacity to absorb the funds.

He emphasized the technical expertise Greek public administration built through the process, calling it a lasting asset for future EU funding rounds.

Deputy Finance Minister Nikos Papathanasis said the program has channeled €46 billion in low-interest loans to businesses alongside grant funding, and credited it with lifting real GDP by 11 percentage points through 2025, creating nearly 600,000 jobs, and increasing investment as a share of GDP by 60%. Funded projects include upgrades to more than 200 public hospitals, free preventive health screenings, and the nationwide rollout of interactive classroom technology.
